Europe is one of the most innovative regions in the world. There is, however, a growing concern as to why Europe has not achieved its full potential in producing disruptive technological and social innovations. Europe with its well-educated workforce and world class research (public and private) should be able to produce many more jobs through applying innovation and new technologies. The report deals with two interrelated subjects: first the barriers to innovation, and secondly and more importantly, with the factors which are inhibiting faster scale up of enterprises. A series of recommendations to policy makers as well as academies are put forward.
